There's No Such Thing as a Government Shutdown

By Rich Kozlovich

I don't know how many times I have to say this, but the term government shut down is a misnomer, the government does not shut down, and the Constitution says the Congress has to present a budget for the Presidents approval, it says nothing about continuing resolutions.  CR are a way for the Congress to avoid doing their job and facing the consequences for their decisions.  When was the last time the Congress passed a Constitutionally mandated budget on time?  Not since 1996.

"Instead of a functioning appropriations process, Congress has resorted to massive omnibus appropriations bills and continuing resolutions that carry over spending from the previous year."

When did this continuing resolution claptrap start?  The first was in 2010, and it's amazing the nation existed for 223 years without a continuing resolution, but now in 2025, the nation will collapse if this one isn't passed.

Note, as far as I've been able to tell all these continuing resolutions never cut spending, nor do they do anything to prevent more borrowing.  If the Congress passed balanced budgets they'd be no need for continuing resolutions.  In fact that's been debated whether or not these funding devices are even Constitutionally legal.  But as for now, they're a reality that can't be ignored.

It's being claimed this CR has to pass because if it doesn't DOGE won't be able to do it's work exposing all the corruption going on in the federal government.  But no one explains why that's so.  It's claimed this CR must be passed because Trump has a razor thin margin in the Congress and that can't be jeopardize.

Why would passing a CR, that's bound to allow the administration to spend and borrow more money, impact the Republican members of Congress positively?  The base wants less not more, and in my view, if anything, it will impact them negatively.  Furthermore there won't be another election until November of 2026, so are we do believe failure to pass this CR will destroy Republican chances next year? Are we to believe they won't be able to make a totally solid argument that shutting down the government was a positive thing?  I could do it, and they could do it if they wanted to.

Let's start with the fact there is no government shutdown, that's a misnomer.  The government does not shut down.  Some activity by some agencies will be stopped, but that's the President's choice.  When it happened under Obama he made choices that made things inconvenient for a lot  of people...that was pretty much it.

The government doesn’t shut down because billions of dollars are flowing into the government every month, and billions of dollars are being spent each month, and that’s not going to stop just because they can’t agree to an alternative to a Constitutionally required budget.

Social Security, Medicare, and Medicaid, will be paid, the military will not.  They really get shafted since when it's all over only those designated as "essential" get back pay, that's outrageous, and has a seriously negative impact on military families who live paycheck to paycheck.  Yet all other government employees who are furloughed get back pay.  What's more outrageous is the Congress will still continue getting paid for not doing their job.  That needs fixing.  If a lot of government employees are laid off and their work stops I doubt that will make much of an impact on the nation’s economy. What it will do is make it easier to get rid of a bunch of overpaid deadbeats with a treasonous mind set.

How exactly is a government shutdown going to prevent DOGE from continuing to expose how vast is the corruption in the federal government.  I don’t see any connection whatsoever, nor do I see how this impacts Trump negatively. I don’t agree the Republicans and Trump will be blamed, I don’t see him crashing in the polls, and since the Pravda media is now meaningless no one believes them, and without their drumbeat of propaganda that it’s the Republicans who are fault, there's no way the Democrats will get away with that as they have in the past.

I keep reading how the Democrats want a shutdown to embarrass Trump, but I see it just the other way around, and guess what. So too do Democrats.

Senate Democrats are now leery of blocking GOP bill fear a shutdown, as it may backfire on them politically by giving Elon Musk and the Trump administration more leverage to force federal workers into retirement.

Democratic senators panned the House GOP proposal unveiled over the weekend, arguing it would erode Congress’s power of the purse and give President Trump and Musk a blank check to redirect government funding and eliminate long-standing programs...............In past standoffs, Democrats have felt confident that government shutdown politics played to their advantage, as the media often put scrutiny on Republicans during spending lapses — or Democrats were able to blame conservative agitators for shutdowns.

The alternative media has to be prepared to defend a shut down, and put the blame on the Democrats. No guts, no glory, and nothing is going to change the number count in the Senate until 2026, more than enough time to show how any so-called shut down is not only meaningless, it’s beneficial.  I say shut it down, and then repair the damage done to military families.

Will a shut happen? No.  The Republican base may resent this, but they understand for them Trump is the only game in town, and they're willing to go along, at least until they're not.  He as two years to get sanity into the budget process with massive cuts in spending, and the size of government, and end the "need" for continuing resolutions.
